1. Should the kelp salad be cooked?

For the cold kelp salad, the kelp needs to be blanched. Soak the dried kelp shreds in water first, then wash them and blanch them in boiling water. Don't blanch it for too long, otherwise it won't be crispy. Pinch it with your hands while blanching to feel its softness and hardness.
