11. Add the fried fish, 1 tablespoon of cooking wine, 1/2 tablespoon of vinegar, 1 tablespoon of soy sauce, 1 tablespoon of light soy sauce, and 1 teaspoon of sugar. Stir-fry for a few times, then cover the fish with pepper and sauce, and add appropriate amount of water.

12. Bring to a boil over high heat, cover with lid, then simmer over medium heat for about 10 minutes.

13. When there is a small amount of soup left, cook over high heat until thick, sprinkle in the garlic segments and mix well.

14. Serve.
