Put the two kinds of flour in the steamer and steam until the flour cracks (about 40 minutes). While it is still hot, use a large basin to squeegee and sift the flour. 2. Fry the shallots until crispy, wait until they are cool, sprinkle the shallot oil into the cold flour, and finally mix in the sugar. 2.
