1. Put flour and sugar in a container, add yeast (dissolve yeast in 35-degree warm water) + milk + water in appropriate amounts and mix into dough for fermentation.

2. Wrap the kneaded dough with plastic wrap to make it ferment faster.

3. After one hour, the dough has fermented.

4. Make the dough into dumpling-sized pieces.

5. Take appropriate amount of oil, pepper powder and salt, mix them together and set aside.

6. Arrange each dough piece in a group of 7 and brush each piece with pepper and salt oil.

7. Roll up the brushed dough from left to right and cut it in the middle to form two small flowers.

8. Use a toothpick to open the petals and the flower will bloom.

9. Put it into the steamer and steam it after the water boils for 15 minutes.

10. The milky florets are ready.

11. You can steam or bake it. Use the oven at 180 degrees and take it out for 15 minutes.
