1. Wash the pork belly and set aside.

2. Put the washed pork belly into a pot of cold water, add scallion, ginger slices, and cooking wine and cook over high heat.

3. Cook the pork belly until it can be pierced through with chopsticks.

4. Remove the cooked pork belly from the pot and let it cool.

5. Cut the pork belly into slices and arrange on a plate.

6. Chop the onion, ginger and garlic and prepare the chili powder.

7. Heat the pan and put oil in it. When the oil is 70% to 80% hot, add the chopped onion, ginger, garlic and chili powder and stir-fry until fragrant.

8. After the spicy flavor comes out, add soy sauce, salt, thirteen spices, and a little water and stir-fry into hot sauce.

9. Pour the fried chili sauce onto the sliced ​​pork belly.

10. Add water to the steamer and turn on high heat. After the water boils, put in the pork belly, cover the pot and steam for 20 minutes.

11. After twenty minutes, the pork belly is steamed.

12. Garnish the steamed pork belly with chopped green onions and serve.
