Wash the ribs and soak them in water for an hour to remove the blood. Put them in a pot of cold water with scallions, ginger and cooking wine.

Bring to a boil over high heat, skim off the foam with a spoon. The foam is the main source of the pork ribs' fishy smell, so don't skip this step. Continue cooking for five minutes, then remove and rinse with warm water.

Put the scallion segments, garlic cloves, ginger slices, star anise, and all the ingredients for the sauce into a bowl and mix well.

Peel and wash the potatoes and carrots, then cut them into chunks. Finely chop the green and red peppers.

Heat oil in a wok, add star anise and stir-fry until fragrant, then add the pork ribs.

Stir-fry the ribs until they turn slightly yellow and are coated with color, then pour in the prepared sauce and stir-fry evenly.

Add enough boiling water to cover the ribs, bring to a boil, then turn off the heat.
